Air Conditioning Inspection (ACI)
The Energy Performance in Buildings Directive (EPBD) is now active which means that all air-conditioning systems over 250 kW must be inspected annually for energy efficiency.
The EPBD states that as of 4th January this year all buildings with air conditioning systems with an effective rated output of more than 250kW must have had their first inspection.
Additionally, by 4 January 2011, all air conditioning systems over 12kW must have had their first inspection. From 4 January 2011, if the person in control of the air-conditioning system changes, an up-to-date inspection report must be passed onto the new person or a new inspection must be arranged within three months.
Inspections may only be completed by an accredited Air Conditioning System Energy Assessor (ACSEA). In order to become accredited, assessors must meet the relevant National Occupational Standards.
There are two different levels of competence of ACSEA. Level 4 is for inspection of complex/central AC systems and level 3 is for inspection of simple/packaged AC systems.
Building owners failing to meet these deadlines face fines ranging from £300 to £5,000 depending on rateable value.
